PM MITRA scheme is launched by Ministry of Textiles, to develop ecosystem for growth of Textile Production in India. It aims to increase textile capacity in spinning, weaving, processing/dyeing, printing to garment manufacturing. These mega textile parks will be developed under Public Private Partnership (PPP) Model. This scheme is inspired by 5F vision of the Prime Minister Sh Narendra Modi.
State governments can send proposal to central government to set up Mega Textile Parks in their state. The State government will have to provide minimum 1000 acre land to develop Textile Park in Joint Venture under the name of Special Purpose Vehicle (SPV). State Govt. will hold 51% equity and Central Govt. will have 49% equity in the textile park development project. These textile parks will one stop solution to all textile production related activities and emerge as Textile Manufacturing Hubs. This scheme will develop integrated production infrastructure facility for total value chain of textile manufacturing including spinning, weaving, processing, garmenting, textile manufacturing, processing & printing machinery industry.
Master plan of 7 Mega Textile park will include core infrastructure: roads, drainage, sewage, solid waste management, treatment plants etc. PM MITRA scheme has a budget outlay of Rs 4445 crores over 7-year period up to 2027-28. The Central Government will provide financial aid to support the Mega Textile Parks. Government will also provide 3% incentive of the total sales turnover to the units established under PM MITRA Textile Parks applicable with various rules and regulation mentioned by Govt. notification.
7 Textile Mega parks will generate employment and support local economy. PM MITRA scheme aims to general 7 lakh direct employment and 14 lakh indirect employment. These parks are also designed to promote foreign investment (FDI). The Government will also give incentive to promote textile manufacturing in these textile parks. Central government is already working on Production Linked Incentive (PLI) Scheme for man-made fibre segment and National Technical Textile Mission to boost textile manufacturing exam.
